Roman is a creepy little dude. One has to wonder how much he actually did abuse Sharon. He did some really creepy and disturbing things with others, so it is plausible that she suffered at his hands as well. He did make some decent films though. His version of Macbeth is pretty intense.
It's being done because allegedly there was some kind of judicial misconduct and the DA is trying to clear the way for Polanski to return to the US with time served.
